Project Description
The Southern Nevada Water Authority (SNWA) in Las Vegas has embarked upon a massive $2-billion capital improvement program that will nearly double the water supply of its service area in order to accommodate anticipated growth in the region. This capital program is the biggest public works construction program in the history of the state. The program's complexity was multiplied many times over by the large number of concurrent projects and the need to maintain system operations during construction. SNWA turned to Parsons to provide the expertise and staff resources necessary to complete this short-term, high-intensity effort in the most efficient manner possible. SNWA is the first water agency to use a contracted program manager to oversee its entire capital program.
As program manager, Parsons is responsible for planning, design, construction, and environmental work including a new water treatment and transmission facility to serve Las Vegas, and to provide treated water from Lake Mead. This project includes a lake intake, pipelines up to 108 inches in diameter, reservoirs, a 300-mgd water treatment plant, and seven pump stations. Parsons defined the project size and location, developed an implementation schedule and prepared a project environmental impact statement. Serving as an extension of SNWA project staff, Parsons works in the project office developing and maintaining management systems for cost control, schedule control, reporting, quality assurance, and document control, as well as an executive management information system.
